I'm running for State House District 24 because we can do better. For the workers who keep this industry alive. For the families trying to make a life here. For the people on our sidewalks who deserve a way off of them.

Not a wishlist. A working agenda built from twenty years of watching what breaks in Waikīkī, and who has the tools to fix it.
Better lighting on known trouble spots. Smarter environmental design. More HPD beat patrols and bicycle officers late at night. A focus on repeat offenders and chronic problem corners. Twenty years of direct partnership with HPD and federal law enforcement is not a talking point — it's a Rolodex.
HPD has no tools, hospitals have no beds, shelters are full. Expand Assisted Community Treatment statewide so people with severe mental illness can get into care instead of cycling through the ER and back to the sidewalk. Fund the Institute for Human Services and Waikīkī outreach. Yes to HPD presence — but arrests without somewhere to take people is not a fix.
Twenty years alongside housekeepers, servers, security officers, and maintenance crews. Workforce housing so hotel workers can live in the community they serve. Wages and scheduling that reflect Hawaiʻi's cost of living. Cut unnecessary red tape for small businesses across Waikīkī — without touching worker protections.
The incumbent named condo insurance instability the number-one issue in District 24 in his 2024 Civil Beat Q&A — and has not delivered a fix. It hits homeowners across Waikīkī hard. A state-level solution to stabilize the condo insurance market is overdue. This is what getting things done looks like.
Waikīkī is the economic engine of Hawaiʻi's visitor industry. Tourism revenue has to come back into the district — into the workers, into the physical infrastructure, into the surrounding community. Pro-visitor. Pro-resident. Not one at the expense of the other.
Expand Assisted Community Treatment in Hawaiʻi.
HPD has no tools. Hospitals have no beds. Shelters are full. People cycle through the ER and back to the sidewalk.
My first bill gives Hawaiʻi the authority and the funding to actually get people with severe mental illness into care.
Bulla Eastman was born and raised in Aliamanu — a proud graduate of Kamehameha Schools and the University of Hawaiʻi. For the last twenty years he has worked in Waikīkī's hotels and condominiums in safety, security, and risk management. He started at the Princess Kaʻiulani and the Sheraton Moana Surfrider, then moved to Aqua Hospitality. When Aston Resorts acquired Aqua, he ran risk management, loss prevention, and OSHA compliance across 50+ hotels, three states, two countries, and 3,000+ employees.
Today he runs his own consulting firm helping hotels, condominiums, small businesses, and nonprofits keep people safe. He is also an ordained minister who has spent years doing outreach in prisons, on the streets, and in communities — walking alongside individuals and families facing addiction, homelessness, and hardship.
He and his wife Lyn have four children and ten grandchildren. They live in Waikīkī. Bulla is familiar with night operations and the back-of-house teams that keep these blocks running — because for two decades he's been one of them.
Over his career in Waikīkī he has partnered directly with HPD, CRU, FBI, ICE, DHS, Secret Service, and the JTTF. He is running because Waikīkī is slipping — and the people who actually live and work here deserve a representative who shows up, knows their name, and has been doing the work long before the election.

That's the standard I held in hospitality safety for twenty years. It's the standard I'll hold at the Capitol.
HPD, IHS, the unions, the hotels, the churches, the nonprofits — they know the ground. The office door is open.
Twenty years of showing up — in lobbies, on sidewalks, in living rooms across Honolulu — leaves a record. Here it is, in their words.
I work in Waikīkī. A few of the challenges are homelessness, noise, and recently violence. I strongly support Pastor Bu for this important position. He shares the same concerns, specifically because he's a resident of Waikīkī. He's a man of character — supports locals first — a man that can be trusted completely.
